- CLB 7 language score (NOC 0/A jobs) or CLB 5 (NOC B jobs)
- Plan to live outside Quebec (unless applying through Quebec's system)
Step 3: Apply Through Express Entry CEC
The CEC is the fastest pathway for PGWP holders. CEC-specific draws have regularly invited candidates with CRS scores of 420–475 — significantly lower than all-program draws.
